Member: May make a proposal with the support of two other members.

Service provider: the project selected by the research group can be put forward for members to vote.

On-chain proposals: Common proposals include membership, expulsion, proposed payments to service providers, and proposed investments in proposed projects. Ordinary proposals are handled entirely on the chain through smart contracts. They must be voted on by existing members, and the majority vote for the proposal prevails.
